la barista, tra un cappuccio
e un caffè corretto
col fernet
s’è prodotta in una predica
che chi diavolo se l’aspettava:
a ritroso
fino ad Adamo ed Eva!
lì s’è impuntata
sulla solita teoria del male:
roba tipo…
il peccato originale
e la tortura della croce,
che di tutte le schifezze
ha fatto piazza pulita:
sarà che ‘sta storia
fa acqua da tutte le parti,
non mi persuade, non c’è verso…
ma ci mancava poco
che l’espresso
m’andasse tutto di traverso.
così, mentre
con un altro scettico si dilungava
sul mistero del creato,
io ho pagato il dovuto
con volgare contante
e come un fulmine
mi son dileguato

TUTTI

in ospedale siamo tutti vecchi,
sordi, impreparati, all’erta:
per il turno, la visita, l’iniezione,
i raggi ics, la pipì, la colazione.
in ospedale tutti siamo tutti,
di nuovo, bambini impazienti.
siamo tutti pazienti esperti e preoccupati:
per la femorale, la lombare, la tac
– col contrasto e senza contrasto –
i cuscini, il test, l’endovena
la luce, il buio, il prurito, il futuro
e i rumori, il silenzio e la cena.
in ospedale
siamo tutti stranieri disorientati.
in ospedale basta un attimo e ci si perde.
in ospedale, se ti distrai son guai.
in ospedale il tempo non passa mai.
solo in sala operatoria ti regalano
una specie di tregua:
in cambio dell’autorizzazione
che si dà loro a incidere, a tagliare
a estrarre, a sciogliere e legare,
sistemare,
a farti sanguinare e poi suturare,
di solito, si ha diritto
a una dose decente
di qualche droga potente.
in galera non so.
però, m’han detto ch’è quasi uguale.

LO STRUSCIO E IL FASCIO

domenica scorsa, col gelato nel cono,
le braghe corte, gli occhiali da sole
e tutto quanto,
stavo facendo con la Yoko
un po’ di struscio.
tutt’a un tratto vediamo
un manifesto fascio:
della robba stampata…
de’ casa pau’:
si stava suicidando:
penzolando da un lato
già da sé
quel molesto
manifesto
dei fasci de’ casa pau’
era stato
male appiccicato.
“diamogli una mano”,
pensiamo:
accompagniamo
il distaccamento
dell’affissione abusiva,
aiutiamola a passare
a miglior vita:
in quattro e quattr’otto
le nazi-baggianate
risultano belle…
appallottolate.
penso: perfetto,
il fioretto è fatto.
manco per idea,
mi dice Yoko
e non lo dice per gioco:
inizia la ricerca
del bidone giusto,
per la carta!
di modo che anche
‘stammerda fascista
stampata
possa – tramite
un procedimento
quasi magico –
esser riciclata
e riutilizzata
magari per produrre
un pamphlet
nonviolento, verde,
ecologista
e – sotto sotto – antifascista.
sembra una storia da poco
ma più ci penso
più mi convinco:

ROSA

Rosa non è facile
da imprigionare
in versi
o in anche in altri schemi,
pure nei i più diversi.
Rosa… si dice
compia gli anni
ogni anno
come chiunque di noi,
ma è solo una stupida
convenzione
a cui lei non presta
la minima attenzione.
e… si vede, eccome!
Rosa è un’ex giornalista
che per troppo tempo,
sotto gli abiti di pelle
della trasvolatrice
intercontinentale
ha tenuto nascosta
la sua anima di artista.
dovreste vedere quanto son folli,
densi e belli
i suoi ultimissimi acquarelli!

COSA VUOL DIRE GIRARE IN GIRO CON UN’ERPETOLOGA

se per compagna
ti scegli – tra tante
scienziate
ch’avresti potuto
adocchiare
e in qualche
fantasiosa maniera
convincere
che la tua compagnia
è la migliore che ci sia –
se ti scegli un’erpetologa,
dicevo,
(e lei ti sopporta anche privo
di squame),
il test decisivo
per capire il tipo e la sintonia
va svolto in campagna
o, meglio ancora, in montagna.
l’altro giorno, per dire,
stavamo percorrendo in auto
la stradicciola che bordeggia
a nastrino grigio
il Lago di Campotosto,
dalle parti del Gran Sasso,
e il magnifico esemplare
d’erpetologa
che m’accompagna,
accompagnando io lei,
come posso,
era alla guida del veicoletto
del car sharing,
quando improvvisamente
inchioda: oh! mio dio!
abbiamo stirato sull’asfalto
un qualche rettile?
(colla coda dell’occhio
lei ne aveva intravisto la coda).
cavolo! trattasi di bella viperella!
ma mica una qualsiasi:
a scaldarsi sull’asfalto infuocato
s’attardava un raro soggetto:
una vipera aspis melanica!
(minchia!)
si godeva a tal punto
il tepore del bitume
da prendersela comodissima:
lasciando addirittura il tempo
all’erpetologa pilota
di scender dal veicolo
per correre a controllarne
a spanne
lo stato di salute,
tornare come un fulmine
nell’abitacolo,
prelevare la macchinetta delle foto,
rimbalzare all’indietro,
inquadrare,
mettere a fuoco e scattare:
un’istantanea con al centro
il bel musetto
della bestietta strisciante
ma black and proud.
citato quest’aneddoto,
va detto
che, il più delle volte,
l’erpetologa è insaziabile
– naturalisticamente parlando –
così, come nel caso
del bell’esemplare in questione
(che, da un certo tempo osservo,
esamino, misuro ad abbracci,
monitoro con notevole
attenzione e passione)
può capitare
che s’applichi pure
ad altre branche
delle scienze e degli amori naturali,
solo apparentemente
incongrue:
per esempio,
al birdwatching casuale
(nonostante la miopia)
e all’ornitologia.
per essere preciso, la mia
di questa branca
predilige la sotto-sezione
dell’ascolto, riconoscimento
e riproduzione
dei suoni più svariati
emessi da pennuti disparati:
cinguettii, urletti, fischi, canti
gracchii e pigolii…
lei, su richiesta gentile,
saprebbe addirittura tubare:
con me, se non mi dimentico di darle
il mangime alle ore giuste, un po’ lo fa.
poi, nel tempo libero che le lasciano bisce
e rospi e cuculi e fringuelli,
la scienziata di cui mi sto imbottendo il cervello
si diletta con piante e fiori:
ne alleva di selvatici anche in casa, sul terrazzo:
infatti, l’erpetologa ha una concezione tutta sua
del giardinaggio,
a cui applica le sorprendenti tecniche
dette “lasciamo che la natura faccia il suo corso”
o “quel che viene viene”
o, ancora: “se dei semini qualsiasi son finiti in
quel vaso ci dev’essere un motivo!
non può essere un caso”.
io (noto e temuto in tutti i giardini, orti e
terrazzi, dove mi chiamano
“L’Angelo Sterminatore”,
tanto me ne intendo)
non commento né intervengo,
osservo e prendo qualche appunto,
come in questo momento.
ma, a parte le facili ironie
e gli affettuosi sarcasmi,
devo registrare, però,
che di cose interessanti,
già in questi brevi tempi
che ci accompagniamo,
ne ho imparate:
per dirne una:
che bel passatempo
può diventare
l’applicazione rigida,
scrupolosa e integrale
di ogni norma, regola,
dettame, fino alla più
originale pensata
nella raccolta casalinga
dei rifiuti, differenziata!
oppure, adesso che ci penso:
lo studio metodico,
fino alla precisa memorizzazione
della lista degli ingredienti
scritti piccoli piccoli
su qualsiasi confezione:
colle lenti adatte
è uno spasso
e s’incamerano nozioni utilissime
per dare un po’ di verve
a ogni tipo di conversazione!

MACERIE & DICERIE

l’altro
giorno a L’Aquila
son stato
e con occhi e orecchi
e narici e polpastrelli
(tutti miei!) ho costatato
che lì… lo Stato
ha scrupolosamente
abbandonato
un sacco di macerie
e puntelli e ponteggi
e divieti
nel centro dis/abitato.
ha pure distribuito
– più o meno –
altrettante
dicerie
(o “c.a.s.e.” grosse come bugie)*
nelle ben dilatate
e crateriche periferie.
devo dire che,
lubrificate
da un po’ di lacrime,
mi son girate
quelle cose che di solito
ti girano
quando proprio te le fan girare.
robetta, se penso agli abitanti:
quelli devono avere
ben più vorticosi giramenti!

ALBERO AFFOLLATO

di fronte alla finestra di camera mia
sta sempre, impalato, un albero:
son fortunato,
ma non ne conosco l’essenza.
ho notato soltanto
che va a stagioni:
quando fa molto freddo è muto,
ma appena scatta l’ora x primaverile
suona a non finire:
è un modo di dire:
suona, per la precisione,
tra le cinque e le sei del mattino.
così, a orecchio, direi
che a quell’ora è fortunato:
dal baccano direi
che è un albero affollato
di cince, passeri, merli
e fringuelli.
l’albero di fronte
alla finestra,
a quell’ora che dicevo,
del mattino,
non è una pianta:
è un’orchestra.
io, quando sento, da letto,
tutto quel trambusto
non m’attardo:
mi alzo presto.

NIENTE DI MEGLIO

a mio modesto
parere,
certe mattine – ma presto:
quando i poveri vecchi poveri
han appena raccattato robe come loro
vecchie e povere
dai cumuli di spazzatura
lasciati davanti ai portoni –
non c’è niente, mi sembra, di meglio
che passeggiare
lungo i marciapiedi che i custodi
dei palazzi innaffiano
con la pompa dell’acqua
e spazzano
ancora con la saggina:
a quanto pare
per cancellare, oltre la polvere,
anche il ricordo
di quei cumuli e di quei vecchi.
passeggiando a quell’ora
passan per la testa delle storie,
t’imbatti in delle facce
che all’ora di punta
manco te le puoi sognare.

VIRUS

non impazza più
ma langue
in certe fessure
del legno
ben nascoste,
poi
colpisce fulmineo
in forma piuttosto
originale:
questo virus
detto “influenzale”;
per gli amici
“malanno stagionale”…
chissà in base
a quali conoscenze
esclusive,
il mio stregone di base
ritiene d’averne
riconosciuto i sintomi
palpandomi
l’addome.
con le sue manotte
pulite e pienotte:
lui
pigiava un po’ di qui
un po’ di là,
io protestavo
con
brevissimi
ahio!
uhio! e ah!
per
il momento,
di comune accordo,
s’è deciso di lasciare
in un canto
l’artiglieria pesante
del devastante antibiotico:
solo tre mitragliate al giorno
di paracetamolo
più
dosi massicce di dolce
far niente,
spalmato, come si dice,
nel corso di settantadue ore.
questa, lo ammetto, è una cura
che non mi dispiace, non
mi preoccupa, non mi fa paura.

ma quando c’incrociamo
tra noi
camminando
ci basta uno sguardo
per capire
che, sotto sotto,
stiamo tutti andando
a lavorare
o stiam tornando
da lavorare.
allora, all’improvviso
dalle nostre facce,
ora che ci penso,
sparisce del tutto
quel sorrisetto
senza senso.

Ha abbandonato la corsa il consuocero di Khamenei, Gholam Ali Haddad Adel, e ha rinunciato anche Mohammed Reza Aref, il candidato “riformista” cui la strana coppia composta da Mohammed Khatami e Ali Akbar Hashemi Rafsanjani, numi tutelari del (fuorviante) “gradualismo democratico”, ha preferito il “moderato” Rouhani.

Marco Dettaglio ha perso le staffe

Marco Travaglio è un abile giornalista che ha scelto di fare lo scrivano di procura, suo diritto e mestiere editorialmente redditizio nell’Italia incasinata e ciarliera di oggi. Scrive notoriamente sotto dettatura del dottore Antonio Ingroia e di molti altri piemme. Quando viene picchiato da un grande cronista come Claudio Cerasa, severo anche nelle vesti di bambino che il vice del Fatto gli attribuisce chiamandolo Piccolo Pigi (è l’ossessione del Battista che lo perseguita), Travaglio reagisce. Se il pestaggio arriva da un blog o dalla seconda pagina di un foglietto clandestino, non importa, Travaglio si difende dagli attaccabrighe sfoderando la sua capacità di dettato, maturata in anni lontani di scuola media superiore.

La strana coppia

Questa è la storia di un partito molto divertente, molto affascinante, molto intrigante, molto forte, molto in ascesa, molto interessante che a pochi giorni dal buon risultato ottenuto alle elezioni comunali dimostra però ancora una volta di essere – e lo diciamo con affetto – un po’ squilibrato, e un po’ fuori di testa. Intendiamoci: meglio avere un partito fuori di testa che essere fuori di testa senza avere neppure un partito. Ma per quanto ci si possa girare attorno la situazione in cui si trova oggi il Pd è oggettivamente paradossale.

The History of America’s Secret Wars: Corporate Espionage and the Outsourcing of National Security

When NATO’s US and British troops in Macedonia began evacuating Albanian rebels in June 2001, officials claimed that they were merely trying to help Europe avert a devastating civil war. Most media dutifully repeated this spin as fact. But the explanation only made sense if you ignored a troublesome contradiction; namely, US support for both the Macedonian Armed Forces and the Albanians fighting them. Beyond that, there was a decade of confused and manipulative Western policies, climaxing with NATO bombing and the imposition of “peace” through aggression in Kosovo. Together, these moves effectively destabilized the region.
In Macedonia, the main “cut out” – spook-speak for “intermediary” –was Military Professional Resources, Inc. (MPRI), then a major private military company (PMC) whose Macedonian field commander was a former US general with strong ties to Kosovo Liberation Army Commander Agim Ceku and Macedonian General Jovan Andrejevski.
MPRI and other PMCs that have succeeded it receive much of their funding from the US State Department, Pentagon, and CIA. For example, MPRI trained and equipped the Bosnian Croat Muslim Federation Army with a large State Department contract. Over the years, the company claimed to have “helped” Croatia, Serbia, Bosnia, and Macedonia – in effect, arming and training all parties. In 2000, it pulled in at least $70 million from its global operations.
Working closely with the Pentagon, MPRI also arranged for the Kosovo Liberation Army’s (KLA) training and weapons in the run up to the war on Yugoslavia. Later, the same firm channeled token military aid to the Macedonian army, new US weapons to the rebels, and military intelligence to both sides.
Actually, it was a standard procedure, applied with great success in the Middle East for decades: Keep warring parties from overwhelming one other and you strengthen the bargaining power of the puppeteer behind the scenes. Better yet, combine this with disinformation; that is, tell the public one thing while doing the opposite.
It’s not a question of allies and enemies. Those designations can change for any number of reasons. In 1999, ethnic Albanians were victims and freedom fighters. In 2001, they were “officially” a threat. Manuel Noriega, Saddam Hussein, and Osama bin Laden were just three of the friends-turned-pariahs who learned that lesson.
And what was the real objective in Macedonia? The country was in a financial straight jacket, its budget basically controlled by the IMF and the World Bank on behalf of international creditors. Since the IMF had placed a ceiling on military expenditures, the only funding option left was privatization. According to Jane’s Defense Weekly, the process started with the sale of the government’s stake in Macedonian Telekom.
Even more was at stake – things like strategic pipeline routes and transport corridors through the country. But that wouldn’t become obvious for years, if ever. This is another traditional tactic: Keep the true agenda under wraps for as long as possible.
Pretexts for War
Despite 24-hour news and talk about transparency, there’s much we don’t know about our past, much less current events. What’s worse, some of what we think we know isn’t true.
The point is that it’s no accident. Consider, for example, the proximate circumstances that led to open war in Vietnam. According to official history, two US destroyers patrolling in the Gulf of Tonkin off North Vietnam were victims of unprovoked attacks in August 1964, leading to a congressional resolution that gave President Johnson the power “to take all necessary measures.”
In fact, the destroyers were spy ships, part of a National Security Agency (NSA) eavesdropping program operating near the coast as a way to provoke the North Vietnamese into turning on their radar and other communications channels. The more provocative the maneuvers, the more signals that could be captured. Meanwhile, US raiding parties were shelling mainland targets. Documents revealed later indicated that the August 4 attack on the USS Maddox – the pretext for passing the Gulf of Tonkin Resolution – may not even have taken place.
But even if it did, the incident was still stage managed to build up congressional and public support for the war. Evidence suggests that the plan was based on Operation Northwoods, a scheme developed in 1962 to justify an invasion of Cuba. Among the tactics the Joint Chiefs of Staff considered then were blowing up a ship in Guantanamo Bay, a phony “communist Cuba terror campaign” in Florida and Washington, DC, and an elaborate plan to convince people that Cuba had shot down a civilian airliner filled with students. That operation wasn’t implemented, but two years later, desperate for a war, the administration’s military brass found a way to create the necessary conditions in Vietnam.
NSA and Echelon
For more than half a century, the eyes and ears of US power to monitor and manipulate information (and with it, mass perceptions) has been the NSA, initially designed to assist the CIA. Its original task was to collect raw information about threats to US security, cracking codes and using the latest technology to provide accurate intelligence on the intentions and activities of enemies. Emerging after World War II, its early focus was the Soviet Union. But it never did crack a high-level Soviet cipher system. On the other hand, it used every available means to eavesdrop on not only enemies but also allies and US citizens.
In Body of Secrets, James Bamford described a bureaucratic and secretive behemoth, based in an Orwellian Maryland complex known as Crypto City. From there, supercomputers linked it to spy satellites, subs, aircraft, and equally covert, strategically placed listening posts worldwide. By 2000, it had a $7 billion annual budget and directly employed at least 38,000 people, more than the CIA and FBI. It was also the leader of an international intelligence club, UKUSA, which includes Britain, Canada, Australia, and New Zealand. Together, they monitored and recorded billions of encrypted communications, telephone calls, radio messages, faxes, and e-mails around the world.
Over the years, however, the line between enemies and friends blurred, and the intelligence gatherers often converted their control of information into unilateral power, influencing the course of history in ways that may never be known. No doubt the agency has had a hand in countless covert operations; yet, attempts to pull away the veil of secrecy have been largely unsuccessful.
In the mid-1970s, for example, just as Congress was attempting to reign in the CIA, the NSA was quietly creating a virtual state, a massive international computer network named Platform. Doing away with formal borders, it developed a software package that turned worldwide Sigint (short for “signal intelligence”: communication intelligence, eavesdropping, and electronic intelligence) into a unified whole. An early software package was code named Echelon, a name later connected with eavesdropping on commercial communication.
Of course, the NSA and its British sister, the Government Communications Headquarters (GCHQ), refused to admit Echelon existed, even though declassified documents appeared on the Internet and Congress conducted an investigation. A European Parliament report also confirmed Echelon’s activities, and encouraged Internet users and governments to adopt stronger privacy measures in response.
In March 2001, several ranking British politicians discussed Echelon’s potential impacts on civil liberties, and a European Parliament committee considered its legal, human rights, and privacy implications. The Dutch held similar hearings, and a French National Assembly inquiry urged the European Union to embrace new privacy enhancing technologies to protect against Echelon’s eavesdropping. France launched a formal investigation into possible abuses for industrial espionage.
When Allies Compete
A prime reason for Europe’s discontent was the suspicion that the NSA had used intercepted conversations to help US companies win contracts heading for European firms. The alleged losers included Airbus, a consortium including interests in France, Germany, Spain, and Britain, and Thomson CSF, a French electronics company. The French claimed they had lost a $1.4 billion deal to supply Brazil with a radar system because the NSA shared details of the negotiations with Raytheon. Airbus may have lost a contract worth $2 billion to Boeing and McDonnell Douglas because of information intercepted and passed on by the agency.
According to former NSA agent Wayne Madsen, the US used information gathered from its bases in Australia to win a half share in a significant Indonesian trade contract for AT&T. Communication intercepts showed the contract was initially going to a Japanese firm. A bit later a lawsuit against the US and Britain was launched in France, judicial and parliamentary investigations began in Italy, and German parliamentarians demanded an inquiry.
The rationale for turning the NSA loose on commercial activities, even those involving allies, was provided in the mid-90s by Sen. Frank DeConcini, then chairman of the Senate Intelligence Committee. “I don’t think we should have a policy where we’re going to invade the Airbus inner sanctum and find out their secrets for the purpose of turning it over to Boeing or McDonnell Douglas,” he opined. “But if we find something, not to share it with our people seems to me to be not smart.” President Bill Clinton and other US officials buttressed this view by charging that European countries were unfairly subsidizing Airbus. In other words, competition with significant US interests can be a matter of national security, and private capitalism must be protected from state-run enterprises.
The US-Europe row about Airbus subsidies was also used as a “test case” for scientists developing new intelligence tools. At US Defense Department conferences on “text retrieval,” competitions were staged to find the best methods. A standard test featured extracting protected data about “Airbus subsidies.”
Manipulating Democracy
In the end, influencing the outcome of huge commercial transactions is but the tip of this iceberg. The NSA’s ability to listen to virtually any transmitted communication has enhanced the power of unelected officials and private interests to set covert foreign policy in motion. In some cases, the objective is clear and arguably defensible: taking effective action against terrorism, for example. But in others, the grand plans of the intelligence community have led it to undermine democracies.
The 1975 removal of Australian Prime Minister Edward Whitlam is an instructive case. At the time of Whitlam’s election in 1972, Australian intelligence was working with the CIA against the Allende government in Chile. The new PM didn’t simply order a halt to Australia’s involvement, explained William Blum in Killing Hope, a masterful study of US interventions since World War II. Whitlam seized intelligence information withheld from him by the Australian Security and Intelligence Organization (ASIO), and disclosed the existence of a joint CIA-ASIO directorate that monitored radio traffic in Asia. He also openly disapproved of US plans to build up the Indian Ocean Island of Diego Garcia as a military-intelligence-nuclear outpost.
Both the CIA and NSA became concerned about the security and future of crucial intelligence facilities in and near Australia. The country was already key member of UKUSA. After launching its first space-based listening post-a microwave receiver with an antenna pointed at earth-NSA had picked an isolated desert area in central Australia as a ground station. Once completed, the base at Alice Springs was named Pine Gap, the first of many listening posts to be installed around the world. For the NSA and CIA, Whitlam posed a threat to the secrecy and security of such operations.
An early step was covert funding for the political opposition, in hopes of defeating Whitlam’s Labor Party in 1974. When that failed, meetings were held with the Governor-General, Sir John Kerr, a figurehead representing the Queen of England who had worked for CIA front organizations since the 50s. Defense officials warned that intelligence links would be cut off unless someone stopped Whitlam. On November 11, 1975, Kerr responded, dismissing the prime minister, dissolving both houses of Parliament, and appointing an interim government until new elections were held.
According to Christopher Boyce (subject of The Falcon and the Snowman, a fictionalized account), who watched the process while working for TRW in a CIA-linked cryptographic communications center, the spooks also infiltrated Australian labor unions and contrived to suppress transportation strikes that were holding up deliveries to US intelligence installations. Not coincidentally, some unions were leading the opposition to development of those same facilities.
How often, and to what effect, such covert ops have succeeded is another of the mysteries that comprise an unwritten history of the last half century. Beyond that, systems like Echelon violate the human right to individual privacy, and give those who control the information the ability to act with impunity, sometimes destroying lives and negating the popular will in the process.
Hiding the Agenda in Peru
In May 1960, when a U-2 spy plane was shot down over Soviet territory, President Dwight Eisenhower took great pains to deny direct knowledge or authorization of the provocative mission. In reality, he personally oversaw every U-2 mission, and had even riskier and more provocative bomber overflights in mind.
It’s a basic rule of thumb for covert ops: When exposed, keep denying and deflect the blame. More important, never, never let on that the mission itself may be a pretext, or a diversion from some other, larger agenda.
Considering that, the April 20, 2001, shoot down of a plane carrying missionaries across the Brazilian border into Peru becomes highly suspicious. At first, the official story fed to the press was that Peruvian authorities ordered the attack on their own, over the pleas of the CIA “contract pilots” who initially spotted the plane. But Peruvian pilots involved in that program, supposedly designed to intercept drug flights, insist that nothing was shot down without US approval.
Innocent planes were sometimes attacked, but most were small, low flying aircraft that didn’t file flight plans and had no radios. This plane maintained regular contact and did file a plan. Still, even after it crash-landed, the Peruvians continued to strafe it, perhaps in an attempt to ignite the plane’s fuel and eliminate the evidence.
“I think it has to do with Plan Colombia and the coming war,” said Celerino Castillo, who had previously worked in Peru for Drug Enforcement Agency. “The CIA was sending a clear message to all non-combatants to clear out of the area, and to get favorable press.” The flight was heading to Iquitos, which “is at the heart of everything the CIA is doing right now,” he added. “They don’t want any witnesses.”
Timing also may have played a part. The shoot down occurred on the opening day of the Summit of the Americas in Quebec City. Uruguay’s President Jorge Ibanez, who had proposed the worldwide legalization of drugs just weeks before, was expected to make a high-profile speech on his proposal at the gathering. The downing of a drug smuggling plane at this moment, near territory held by Colombia’s FARC rebels, would help to defuse Uruguay’s message and reinforce the image of the insurgents as drug smugglers.
If you doubt that the US would condone such an operation or cover it up, consider this: In 1967, Israel torpedoed the USS Liberty, a large floating listening post, as it was eavesdropping on the Arab-Israeli war off the Sinai Peninsula. Hundreds of US sailors were wounded and killed, probably because Israel feared that its massacre of Egyptian prisoners at El Arish might be overheard. How did the Pentagon respond? By imposing a total news ban, and covering up the facts for decades.
Will we ever find out what really happened in Peru, specifically why a missionary and her daughter were killed? Not likely, since it involves a private military contractor that is basically beyond the reach of congressional accountability.
In 2009, when the Peru shoot down became one of five cases of intelligence operation cover up being investigated by the US House Intelligence Committee, the CIA inspector general concluded that the CIA had improperly concealed information about the incident. Intelligence Oversight and Investigations Subcommittee Chairwoman Jan Schakowsky, who led the investigation, didn’t rule out referrals to the Justice Department for criminal prosecutions if evidence surfaced that intelligence officials broke the law. But she couldn’t guarantee that the facts would ever come to light, since the Committee’s report of its investigation would be classified.
The most crucial wrinkle in the Peruvian incident is the involvement of DynCorp, which was active in Colombia and Bolivia under large contracts with various US agencies. The day after the incident, ABC news reported that, according to “senior administration officials,” the crew of the surveillance plane that first identified the doomed aircraft “was hired by the CIA from DynCorp.” Within two days, however, all references to DynCorp were scrubbed from ABC’s Website. A week later, the New York Post claimed the crew actually worked for Aviation Development Corp., allegedly a CIA proprietary company.
Whatever the truth, State Department officials refused to talk on the record about DynCorp’s activities in South America. Yet, according to DynCorp’s State Department contract, the firm had received at least $600 million over the previous few years for training, drug interdiction, search and rescue (which included combat), air transport of equipment and people, and reconnaissance in the region. And that was only what they put on paper. It also operated government aircraft and provided all manner of personnel, particularly for Plan Colombia.
Outsourcing Defense
DynCorp began in 1946 as the employee-owned air cargo business California Eastern Airways, flying in supplies for the Korean War. This and later government work led to charges that it was a CIA front company. Whatever the truth, it ultimately became a leading PMC, hiring former soldiers and police officers to implement US foreign policy without having to report to Congress.
The push to privatize war gained traction during the first Bush administration. After the first Gulf War, the Pentagon, then headed by Defense Secretary Dick Cheney, paid a Halliburton subsidiary nearly $9 million to study how PMCs could support US soldiers in combat zones, according to a Mother Jones investigation. Cheney subsequently became CEO of Halliburton, and Brown & Root, later known as Halliburton KBR, won billions to construct and run military bases, some in secret locations.
One of DynCorp’s earliest “police” contracts involved the protection of Haitian President Jean-Bertrand Aristide, and, after he was ousted, providing the “technical advice” that brought military officers involved in that coup into Haiti’s National Police. Despite this dodgy record, in 2002 it won the contract to protect another new president, Afghanistan’s Hamid Karzai. By then, it was a top IT federal contractor specializing in computer systems development, and also providing the government with aviation services, general military management, and security expertise.
Like other private military outfits, the main danger it has faced is the risk of public exposure. Under one contract, for example, DynCorp sprayed vast quantities of herbicides over Colombia to kill the cocaine crop. In September 2001, Ecuadorian Indians filed a class action lawsuit, charging that DynCorp recklessly sprayed their homes and farms, causing illnesses and deaths and destroying crops. In Bosnia, private police provided by DynCorp for the UN were accused of buying and selling prostitutes, including a 12-year-old girl. Others were charged with videotaping a rape.
In the first years of the 21st century, DynCorp’s day-to-day operations in South America were overseen by State Department officials, including the Narcotic Affairs Section and the Air Wing, the latter a clique of unreformed cold warriors and leftovers from 80s operations in Central America. It was essentially the State Department’s private air force in the Andes, with access to satellite-based recording and mapping systems. In the 1960s, a similar role was played by the Vinnell Corp., which the CIA called “our own private mercenary army in Vietnam.” Vinnell later became a subsidiary of TRW, a major NSA contractor, and employed US Special Forces vets to train Saudi Arabia’s National Guard. In the late 1990s, TRW hired former NSA director William Studeman to help with its intelligence program.
DynCorp avoided the kind of public scandal that surrounded the activities of Blackwater. In Ecuador, where it developed military logistics centers and coordinated “anti-terror” police training, the exposure of a secret covenant signed with the Aeronautics Industries Directorate of the Ecuadorian Air Force briefly threatened to make waves. According to a November 2003 exposé in Quito’s El Comercio, the arrangement, hidden from the National Defense Council, made DynCorp’s people part of the US diplomatic mission.
In Colombia, DynCorp’s coca eradication and search-and-rescue missions led to controversial pitched battles with rebels. US contract pilots flew Black Hawk helicopters carrying Colombian police officers who raked the countryside with machine gun fire to protect the missions against attacks. According to investigative reporter Jason Vest, DynCorp employees were also implicated in narcotics trafficking. But such stories didn’t get far, and, in any case, DynCorp’s “trainers” simply ignored congressional rules, including those that restrict the US from aiding military units linked to human rights abuses.
In 2003, DynCorp won a multimillion-dollar contract to build a private police force in post-Saddam Iraq, with some of the funding diverted from an anti-drug program for Afghanistan. In 2004, the State Department further expanded DynCorp’s role as a global US surrogate with a $1.75 billion, five year contract to provide law enforcement personnel for civilian policing operations in “post-conflict areas” around the world. That March, the company also got an Army contract to support helicopters sold to foreign countries. The work, described as “turnkey” services, includes program management, logistics support, maintenance and aircrew training, aircraft maintenance and refurbishment, repair and overhaul of aircraft components and engines, airframe and engine upgrades, and the production of technical publications.
In short, DynCorp was a trusted partner in the military-intelligence-industrial complex. “Are we outsourcing order to avoid public scrutiny, controversy or embarrassment?” asked Rep. Schakowsky upon submitting legislation to prohibit US funding for private military firms in the Andean region. “If there is a potential for a privatized Gulf of Tonkin incident, then the American people deserve to have a full and open debate before this policy goes any further.”
If and when that ever happens, the discussion will have to cover a lot of ground. Private firms, working in concert with various intelligence agencies, constitute a vast foreign policy apparatus that is largely invisible, rarely covered by the corporate press, and not currently subject to congressional oversight. The Freedom of Information Act simply doesn’t apply. Any information on whom they arm or how they operate is private, proprietary information.
The US government downplays its use of mercenaries, a state of affairs that could undermine any efforts to find out about CIA activities that are concealed from Congress. Yet private contractors perform almost every function essential to military operations, a situation that has been called the “creeping privatization of the business of war.” By 2004, the Pentagon was employing more than 700,000 private contractors.
The companies are staffed by former generals, admirals, and highly trained officers. Name a hot spot and some PMC has people there. DynCorp has worked on the Defense Message System Transition Hub and done long-range planning for the Air Force. MPRI had a similar contract with the Army, and for a time coordinated the Pentagon’s military and leadership training in at least seven African nations.
How did this outsourcing of defense evolve? In 1969, the US Army had about 1.5 million active duty soldiers. By 1992, the figure had been cut by half. Since the mid-1990s, however, the US has mobilized militarily to intervene in several significant conflicts, and a corporate “foreign legion” has filled the gap between foreign policy imperatives and what a downsized, increasingly over-stretched military can provide.
Use of high technology equipment feeds the process. Private companies have technical capabilities that the military needs, but doesn’t always possess. Contractors have maintained stealth bombers and Predator unmanned drones used in Afghanistan and Iraq. Some military equipment is specifically designed to be operated and maintained by private companies.
In Britain, the debate over military privatization has been public, since the activities of the UK company Sandline in Sierra Leone and Papua New Guinea embarrassed the government in the late 1990s. But no country has clear policies to regulate PMCs, and the limited oversight that does exist rarely works. In the US, they have largely escaped notice, except when US contract workers in conflict zones are killed or go way over the line, as in the case of Blackwater.
According to Guy Copeland, who began developing public-private IT policy in the Reagan years, “The private sector must play an integral role in improving our national cybersecurity.” After all, he has noted, private interests own and operate 85 percent of the nation’s critical IT infrastructure. He should know. After all, Copeland drafted much of the language in the Bush Administration’s 2002 National Strategy to Secure Cyberspace as co-chair of the Information Security Committee of the Information Technology Association of America.
Nevertheless, when the federal government becomes dependent on unaccountable, private companies like DynCorp and Blackwater (later renamed Xe Services) for so many key security services, as well as for military logistics, management, strategy, expertise and “training,” fundamental elements of US defense have been outsourced. And the details of that relationship are matters that the intelligence community will fight long and hard to keep out of public view.
Corporate Connections and “Soft Landings”
Although the various departments and private contractors within the military-intelligence-industrial complex occasionally have turf battles and don’t always share information or coordinate strategy as effectively as they might, close and ongoing contact has long been considered essential. And it has expanded as a result of the information revolution. The entire intelligence community has its own secret Intranet, which pulls together FBI reports, NSA intercepts, analysis from the DIA and CIA, and other deeply covert sources.
Private firms are connected to this information web through staff, location, shared technology, and assorted contracts. Working primarily for the Pentagon, for example, L-3 Communications, a spinoff from major defense contractor Lockheed Martin, has manufactured hardware like control systems for satellites and flight recorders. MPRI, which was bought by L-3, provided services like its operations in Macedonia. L-3 also built the NSA’s Secure Terminal Equipment, which instantly encrypts phone conversations.
Another private contractor active in the Balkans was Science Applications, staffed by former NSA and CIA personnel, and specializing in police training. When Janice Stromsem, a Justice Department employee, complained that its program gave the CIA unfettered access to recruiting agents in foreign police forces, she was relieved of her duties. Her concern was that the sovereignty of nations receiving aid from the US was being compromised.
In 1999, faced with personnel cuts, the NSA offered over 4000 employees “soft landing” buy outs to help them secure jobs with defense firms that have major NSA contracts. NSA offered to pay the first year’s salary, in hopes the contractor would then pick up the tab. Sometimes the employee didn’t even have to move away from Crypto City. Companies taking part in the program included TRW and MPRI’s parent company, Lockheed Martin.
Lockheed was also a winner in the long-term effort to privatize government services. In 2000, it won a $43.8 million contract to run the Defense Civilian Personnel Data System, one of the largest human resources systems in the world. As a result, a major defense contractor took charge of consolidating all Department of Defense personnel systems, covering hiring and firing for about 750,000 civilian employees. This put the contractor at the cutting edge of Defense Department planning, and made it a key gatekeeper at the revolving door between the US military and private interests.
Invisible Threats
Shortly after his appointment as NSA director in 1999, Michael Hayden went to see the film Enemy of the State, in which Will Smith is pursued by an all-seeing, all hearing NSA and former operative Gene Hackman decries the agency’s dangerous power. In Body of Secrets, author Bamford says Hayden found the film entertaining, yet offensive and highly inaccurate. Still, the NSA chief was comforted by “a society that makes its bogeymen secrecy and power. That’s really what the movie’s about.”
Unlike Hayden, most people don’t know where the fiction ends and NSA reality begins. Supposedly, the agency rarely spies on US citizens at home. On the other hand, the Foreign Intelligence Surveillance Act allows a secret federal court to waive that limitation. The rest of the world doesn’t have that protection. Designating thousands of keywords, names, phrases, and phone numbers, NSA computers can pick them out of millions of messages, passing anything of interest on to analysts. One can only speculate about what happens next.
After 9/11 the plan was to go further with a project code named Tempest. The goal was to capture computer signals such as keystrokes or monitor images through walls or from other buildings, even if the computers weren’t linked to a network. An NSA document, “Compromising Emanations Laboratory Test Requirements, Electromagnetics,” described procedures for capturing the radiation emitted from a computer-through radio waves and the telephone, serial, network, or power cables attached to it.
Other NSA programs have included Oasis, designed to reduce audiovisual images into machine-readable text for easier filtering, and Fluent, which expanded Echelon’s multilingual capabilities. And let’s not forget the government’s Carnivore Internet surveillance program, capable of collecting all communications over any segment of the network being watched.
Put such elements together, combine them with business imperatives and covert foreign policy objectives, then throw PMCS into the mix, and you get a glimpse of the extent to which information can be translated into raw power and secretly used to shape events. Although most pieces of the puzzle remain obscure, enough is visible to justify suspicion, outrage, and a campaign to pull away the curtain on this Wizard of Oz. But fighting a force that is largely invisible and unaccountable – and able to eavesdrop on the most private exchanges, that is a daunting task, perhaps even more difficult than confronting the mechanisms of corporate globalization that it protects and promotes.

Denial of killing Afghan civilians ‘predictable’

The denial of killing innocent Afghan civilians in bombings by U.S.-led forces is “fairly typical” and “predictable,” a political analyst told Press TV’s U.S. Desk on Saturday.

“This is not the first time that atrocities have been committed in Kunar province,” Rick Rozoff, manager of Stop NATO, said.

He made the remarks after U.S.-led forces in a statement denied a report of a drone strike that left three children dead in the eastern province of Kunar.

The report had already been confirmed by the Kunar governor and the UN Children’s Fund.

“It’s an indication of the aggressive military posture Western powers [have] in Afghanistan and globally,” Rozoff said.

The statement by foreign forces said Friday that the report was "simply not true." However, UNICEF insisted that it verifies all its figures and stands by the Kunar report.

The Afghan war has become the longest-running war in U.S. history, and there is no end in sight. The Taliban remains in control of major parts of the nation. Civilian and troop casualties continue to mount.

US to keep some F-16s, Patriot missiles in Jordan post exercise

A detachment of F-16s and U.S. Patriot missiles dispatched to Jordan for the joint Eager Lion military exercise will remain in the country after the exercise ends, the Pentagon has announced.

Secretary of Defense Chuck Hagel approved Jordan's request to keep the military assets in country after the exercise, Pentagon spokesman George Little said in a statement issued Saturday.

About 5,000 U.S. personnel have been participating in the 12-day Jordanian-led exercise aimed at strengthening ties between the U.S. and Jordan, as the civil war continues in neighboring Syria.

The U.S. announced Thursday that it would begin providing military support to opposition groups in Syria, after intelligence had determined with “high certainty” that the Syrian government had used chemical weapons — killing 100 to 150 people. While the administration has ruled out deploying troops to Syria, a no-fly zone is an option, but no decision has been taken yet and officials have cautioned that it would be far more complex than the NATO-led operation in Libya in 2011.

While officials emphasized before and during the Eager Lion exercise that it was aimed at strengthening ties between the U.S. and Jordan, the proximity of the civil war next door in Syria spurred rumors and speculation about whether some troops might be asked to stay behind after the exercise ends.

Throughout the past week U.S. military officials remained tight lipped about that possibility. It was unclear how many troops would be required to stay behind with the Patriots and F-16s, but Little’s statement said: “All other U.S. personnel assigned to Jordan for Eager Lion will depart at the conclusion of the exercise.”

Basic Mountain Training Summer Course

A Basic Mountain Training Summer Course is underway in the Sachkhere Mountain Training School under the NATO's Partnership for Peace (PFP) program. 45 listeners of U.S. Reserve Officer Training Corps are invited to the course. Trainings began on June 2 and will continue until June 23. During the course American cadets are improving their mountain-technical skills.

During the Basic Mountain Training Summer Course American cadets performed various mountain-technical tasks with the assistance of Georgian instructors. The third week will be focused on practical exercises. Listeners will pass special tests. During the course cadets will learn the crossing technique over mountains, high mountains, rivers and ravines. They also practiced in providing first medical care and technical methods for providing evacuation.

Successful graduates will be awarded with the relevant certificates after completion of the training.

After graduating Basic Mountain Training Summer Course foreign partners will have opportunity to attend further stage of summer and winter courses in Sachkhere Mountain Training School.

Andrew Lycett made the ludicrously naive remark that when, on 30 May 1945, Fleming wrote to a girlfriend complaining that he had had 'no devilry for too long', this proved he could have taken no part in 'the hunt' for Martin Bormann. On the contrary: that kind of flippant answer was Fleming's normal means of deflecting tiresome inquiries. He knew full well that during the war a serious breach of the Official Secrets Act could have carried the death penalty, and that even in peacetime he could have been arrested, court-martialled, cashiered and sentenced to at least five years' imprisonment for talking out of turn. His career and life would have been ruined. Small wonder that a man of such professionalism and discipline never blabbed.
For me, one major regret has always been that my father never knew the truth about my wartime service. He died at the beginning of January 1976, still believing I had been a renegade and traitor with a criminal background - for he was so indiscreet that nobody in authority had dared to enlighten him about my secret operations. After the war the M Section did nothing to improve my character references: on the contrary, they went out of their way to enhance my supposed villainy, adding psychopathic tendencies, gambling, bad debts and finally bankruptcy to my list of failings. This policy paid off on several occasions, not least in 1967 at the Barrendov Studios in Prague, where, under cover of an international film production, I was on an intelligence operation. When the KGB and the Czech SSS (secret police of the notorious Eighth Department) opened my mail - as they always did - and read threatening demands from creditors, they dropped their well-founded 'suspicions of me, and I was able to continue my undercover work.
The fact that my father and stepmother were kept in ignorance caused much grief to my mother and my sister Jennie; but post-war events proved that it was just as well. On three potentially dangerous occasions Britons working for the KGB, the SSS and Odessa (the secret society of former members of the SS) came digging for information about my background; but my stepmother&#39;s scathing reports - apparently confirming every word of myoid records - persuaded the inquirers that I could not possibly be a secret agent: the British Intelligence Services did not employ bankrupt, psychopathic, criminal traitors. It helped that, by then, my father vehemently denied that he had ever known Ribbentrop: if the former ambassador&#39;s name ever came up in conversation, he would exclaim, 'If ever I'd got anywhere near that bastard, I'd have killed him!'
The fact that my father could not know the truth about me remained a source of embarrassment and sorrow to Mountbatten. Years earlier, when my father appealed to him for help over my career, Lord Louis had written back a cover letter saying that, alas, my character was so bad that there was nothing he could do. When my father died, the long-term deception was evidently still weighing on Mountbatten&#39;s mind, for he wrote two more letters, the first to me, the second about me.
In the first, a personal note, he reminisced about my father. The second letter was to Susan Kemp, who had devoted her entire' career to the M Section and moved steadily up through its ranks, becoming an Assistant Deputy Director in 1951, Deputy Director in 1955, and Director - M in person - from 1965 until her retirement in 1980. So secret was it, in Mountbatten&#39;s view, that on 21 January 1976 he drove over from Broadlands to her home and declared that he intended to set the record straight. Using our original code-names from A. A. Milne - Owl for Morton, Tigger for Churchill, Kanga for Susan and Christopher Robin for me - he dictated a five-page memorandum headed MOST SECRET, in which he outlined my career in covert operations.
'I shall certainly recommend that it's time for the curtain to be lifted on C. R.'s intelligence career,' he began. 'For some time I have wanted to confirm in writing his service in the Royal Navy under a cover name, and the various operations in which he was involved with the Morton Section.'
Having stated that he had known my father, Jack, at Christ's, Cambridge, Mountbatten recalled how he had cheered him on at the Antwerp Olympics, together with the Duke of York and Prince Henry. He said that he himself had several times met Ribbentrop at our house at 69 Harley Street, and that he had 'assisted&#39; my entry into the Royal Navy under a cover-name. He then gave brief resumes of my earlier operations, before coming to Op JB:

In January 1945, C R was promoted Acting Lieutenant-Commander and appointed in Command of Operation James Bond, under the executive command of Commander Ian Fleming, RNVR (Sp). With Operational WRNS 'Wrens&#39;, Royal Marine Commandos and German patriot fighters, he abducted 'Piglet&#39; from Berlin and using the German waterways brought him safely down the Spree and Havel to the Elbe and the British Forces on the North West bank.
Piglet had the key to the vast Nazi wealth held in Switzerland. Operation James Bond made possible the subsequent release of those assets for the people to whom it belonged or for the general good of the occupied territories from where it had been plundered.

At the end of the memorandum Mountbatten gave me permission to publish anything he had written, but only after he himself had, as he put it, 'gorn off'. As things turned out, he died in 1979, rimrdered by the IRA; but another twelve years passed before I saw this document again. The reason was that he gave it to Susan Kemp, instructing her that it should be held in safe-keeping along with other secret records of the M Section. He also asked her not to let me have it unless she thought I really needed it, and she in her wisdom withheld it.
For me, M Section documents had long been a matter of concern and controversy. One day in the late 1960s I went to see Morton at his home, told him I wanted to write a book about my career, and asked if I could have access to some of his papers - whereupon he completely lost control. Jabbing a finger in my direction from across the drawing-room, he damned me as an ignominious traitor and a son of Satan. He disowned me, and, in his own phrase, 'retired&#39; from being my godfather. If I were to publish any such book, he boomed, he would tear the First World War bullet from his heart and hurl it at me with all the force that God had employed in destroying the Philistines.
I never saw him again; but a little later he burnt all his papers. Historians and politicians bewailed the loss of this priceless intelligence archive, covering the years 1920-60, and including details of Operation James Bond. When Morton died in 1971, the world assumed that he had ~aken his secrets to the grave.
That was certainly my impression - until 18 April 1991. That morning Susan Kemp telephoned for a chat about how I was getting on with the draft of my book, records or no records. We had scarcely begun talking when she came out with the startling but welcome news that she and the M Section's photographic experts had copied everyone of Morton's records long before he had his bonfire, and had placed the copies in the safety of the Section's security control. (A doctor who gave him a routine check-up claimed that he had detected a dangerous irregularity in his heartbeat, and while Morton was in hospital for three days of tests his people raided his archive). Susan told me that I could have restricted access to some naval reports, but that I might not take any away or make copies: handwritten notes only. She also reminded me about Mountbatten&#39;s letter and memorandum.
A week later she picked me up and we drove into the Surrey countryside. In the course of a walk she confirmed that security control had agreed to provide me with further information about Bormann's final years. Then, after lunch in a pub, she drove me to a country town and parked outside the cemetery. We walked up a path to the Roman Catholic section and stopped by a patch of mown grass.
'Do you like conjuring tricks?' she asked. 'In a graveyard?&#39;
'Why not? You're standing at Piglet's grave.'
She told me that, far from dying in 1956, Bormann had lived on in England until 1989, and then had been buried here. For a moment I was so startled that I did not believe her. But then I looked at her and decided that she was not joking. After a while we returned to the car and drove back to her house, where she showed me Mountbatten&#39;s letter, and I read again how concerned he had been that the true story of my naval service had never been told.

What I did not realise was that, even after all those years of service, I myself was still being used by the M Section in their schemes of disinformation. It was not until the spring of 1996 that Susan at last revealed to me the truth about Bormann's final years - and highly disconcerting it was to find that It.-who had been involved in the preparation of disinformation schemes for much of my life, had myself fallen for one, and had been actively encouraged to follow a planted trail.
In July 1960, somewhere in the south of England, a man who called himself Peter Broderick-Hartley jumped on to a moving bus just after it had come round a corner, and so by chance met Johanne Nelson (generally known as Hanne), a Danish woman whose British husband had died a year earlier. He sat down beside her and they fell into conversation. He said he was a civil engineer; in fact he was a con-man and fantasist with a criminal record and a known propensity for fastening on to vulnerable women. Unknown to his new contact, for the past eight years he had been employed, trained and supervised by the M Section, which had cultivated him as another Bormann double.
The two began an affair. One evening, after a few drinks, Broderick-Hartley suddenly began speaking German, and carried on for half an hour, 'revealing&#39; that he was Martin Bormann. He spoke passionately about Hitler, about Eva Braun and Goebbels, and about his own life in Germany. When at last he stopped, Hanne asked in English, 'Why are you telling me all this?' He seemed surprised, and said, 'Oh, I thought you were German.'
No Nazi herself - her family had Jewish antecedents - Hanne was at first alarmed by this outburst, because she believed that her lover really was Bormann: certainly he bore an extraordinary resemblance to Hitler's former secretary, and he had the same powerful, squat build. Yet by the time that Broderick-Hartley claimed to have played a major role in the Third Reich, she was so much in love with him that she suppressed her feelings of anxiety and guilt.
The two never cohabited, because Broderick-Hartley was living with a housekeeper, Hilda (whom he also referred to as Amy Gant). Nevertheless, he and Hanne spent much time together, and on 1 August 1961 she bore him a daughter, Vanessa. Soon afterwards he again told her he was Martin Bormann; when she said she did not believe it, he took a used envelope, rapidly scribbled a signature, and said, 'After all, you are now part of the Bormann family.' Although the signature was not a perfect match, it convinced Hanne.
For years Hanne wore an engagement ring, and naturally she would have much liked to live with the father of her child; but
this was never possible because Hilda had such a hold over him - something that Hanne could never quite understand. As she soon discovered, her lover held extreme political ideas. He claimed that all Germans, not only himself, were Nazis at heart, whatever they professed outwardly.
In general, he said, his aim was to recreate the old Nazi movement in the form of a National Socialist Union in Europe. This could be achieved only if the other countries surrendered their identities and agreed to be ruled by Germans. First Europe, then the whole world, would be administered by a Nazi government in Berlin, where there would be an Upper House of German politicians, and a Lower House for representatives of other nationalities. In this new world-empire only German would be spoken, 'but people would soon get used to that', even in America. For all the obvious flaws in his character, Hanne saw him as 'a most brilliant man', with the ability to put Germany back on its feet.
In spite of his grandiose claims, his own behaviour was frequently puerile. On visits to London he pointed out Jews and made loud, derisive comments about them, saying that they should have been eliminated years ago, and that they would not escape next time round, as their names were all in the computer: 'They shall be liquidated one and all.' When he and Hanne walked along London streets, he would often barge a person of Semitic appearance off the pavement, saying 'You bloody Jews! Hitler should have exterminated the lot of you.'
This unreconstituted Nazi was a good rider, and often went to the races; he also enjoyed other typical English pastimes, and liked to dress in tweeds as a country squire, although he despised the British in general. He typed well, and kept a powerful radio transmitter 'as big as a table-top', according to Hanne - which was frequently in use, sending and receiving messages.
He had a taste for caviare and champagne, and indulged his sybaritic tendencies as far as he could while ostensibly living a middle-class existence. His long-term frustration emerged in his claim that he 'owned a first-class ticket for life, but was unable to use it'. Referring to himself as 'the Third Man', he complained that he was always under surveillance - and this was certainly true, as M Section personnel were permanently on hand to keep an eye on him.
He and Hanne continued to meet intermittently over the years, and in 1984, five years before his death, they drank champagne and had dinner 'in a fine Chinese restaurant near Hyde Park'. Again he asked Hanne to marry him, and, she, still admiring him, was sorely tempted to accept. But, thinking of her own Jewish antecedents, she declined his offer. When he died on 20 June 1989, he was buried in the unmarked grave I had seen, and she did not attend his funeral.

It was work on this book that put me in touch with Hanne. I met her in May 1995, when we had lunch at a small hotel in Sussex. Because one aim of the meeting was to make sure that she was genuine, I had arranged for M Section's security control to vet the venue and put full security in place. During drinks, holding it cleanly at the base, I picked up a glass my guest had been using, and passed it to a waitress, who in fact was one of our girls, so that the fingerprints could be checked. Twice more during the meal we repeated the procedure, and some thirty photographs were taken, several of them close-ups. Within twenty-four hours security control confirmed beyond any doubt that this was the woman with whom Broderick-Hartley had been associated.
Still - though I did not know it - my own section was playing me along. For several months thereafter I was greatly excited by my belief that I had at last stumbled on the truth about Bormann's latter years.
I knew that during the early 1950s suspicion and rum our about Bormann had been rife throughout Europe, with many fingers pointing at England. I also knew that after the end of the war several Doppelgangers had performed well in Italy, Germany and other countries. What I did not know was that in 1952 the M Section had found a strikingly good replica of Bormann, in the form of Peter Broderick-Hartley, on their own doorstep, and had decided to make use of him also. The idea was that, if ever anyone seemed to be coming uncomfortably close to the truth, the British authorities could produce the resident double and say, 'There you are. Of course he looks like Bormann, but in fact he's got nothing to do with him.'
As I say, I knew nothing of this when Hanne showed me letters, written by her lover in English, and numerous photographs of him in England. His resemblance to Bormann was astonishing: the same broad cheekbones, the same hairline. But neither Hanne nor I - at that stage - realised that, to achieve the likeness, he had undergone extensive plastic surgery. Nor did either of us know that he had received long training in his role as Bormann's Doppelganger, and that most of the letters apparently from him had been forged by M Section experts.
But the more I thought about Hanne's story the more I believed that her lover really was Bormann. She herself certainly did, and I do not blame her. Nevertheless, I was never totally convinced. There was something about the photographs which jarred: even given the fact that Bormann also had undergone plastic surgery, I could not quite reconcile the appearance of Broderick-Hartley with the image of Hitler's secretary stamped on my mind during our journey downriver fifty years earlier. .
It was not until the spring of 1996 that Susan Kemp at last felt able to revel the truth to me. Even after retiring from the M Section, she had some access to its records, and so was able to help. Belatedly I learnt that in 1989, when I started work on this book, the Section had deliberately led me to believe that Bormann died in Hampshire in April 1956, in the hope that I would publish the date and so get it generally accepted. What they had not bargained for, however, was that Hanne Nelson would come forward with her story in the hope of getting it published. At first they told me they supported her version of events, and confirmed to me that she was who she claimed to be, at and after our meeting in the Sussex restaurant. Only when they realised I was adamant that Hartley was not Bormann did they at last decide to come clean.
The truth was that between 1945 and 1956 Bormann was based (as I have shown) in England. During those years, however, he made several trips to Brazil, Argentina, other countries in South America, and elsewhere, always under the control and surveillance of the M Section and the CIA (successors of the OSS). The leader of the CIA's control and protection team in South America was none other than Barbara Brabenov, who reported that when Bormann first set eyes on her again both of them were overcome by emotion, and tough CIA operatives watched in amazement as their star agent embraced the world's most wanted war criminal. According to Susan, the results of their partnership were 'superlative&#39;: wanted Nazis were run to earth, hoards of cash, jewellery and gold were recovered, and other important things accomplished, among them the containment of attempts to rebuild the Third Reich in exile through financial and economic domination of the free world.
Nevertheless, the government was still nervous about having the convicted war criminal in England, and early in April 1956, just before the official visit of the Soviet leaders Bulganin and Khrushchev, Susan was sent for by the Prime Minister, Anthony Eden, who launched into a diatribe about the problems caused by all the suspicion that we were harbouring Bormann. Before she could say anything, Eden lost control- as I also had seen him do and began to bang on the desk as he screamed obscenities: 'We're cosseting him like a f****ing VIP!' he yelled. 'I want him out of the country before these bloody Russians get here. Why don't you just cut the bloody man's head off and throw him in the sea?'
As usual, with the tantrum over, Eden abruptly reverted to his normal, suave self, giving Susan a big smile and saying with the utmost courtesy, 'Be so good, my dear Miss Kemp, as to escort him out of the country by April 25th'.
Susan did almost exactly that. In Hampshire, as I have recorded, it was announced that Herr Schuler had died, and a coffin bearing his name was buried in the village graveyard near the riding school. On 29 April 1956 Bormann was flown under escort to Argentina, and there once again joined forces with Brabenov. By then, however, his health was failing: he was still only fifty five, but he wanted somewhere to settle down in obscurity. He found his haven in Paraguay, where he lived quietly until, after a long illness, he died in February 1959. He was buried in the local cemetery, but some time later, in a deal concluded by the CIA, the Paraguayan government and German intelligence, his remains were exhumed and taken back to Berlin. They were reburied in the sand beneath the Ulap Fairground, where they were conveniently found in 1972. I say 'some time later' because Susan could not give me details of this operation, which she heard of only at second hand. All the same, her account of Bormann's last years is strikingly similar to that of Hugh Thomas, who reached much the same conclusion by means of acute detective work.

Early in 1996 I travelled to Bavaria and met Gerhardt Bormann, one of Martin's sons, in the company of the family lawyer, Dr Florian Besold, and a first-class interpreter, Dr G.K. Kindermann. The meeting took place in the Bormanns' house on the outskirts of Freising, near Munich. Also present were Gerhardt's wife and son,
In 1945, as I have said, the ethics of Operation James Bond did not concern us. As naval officers, we merely carried out orders and the atmosphere was thoroughly cordial. Conditioned as they were by years of belief that Martin Bormann had died in 1945, the family received the story of Operation James Bond with a good deal of scepticism. Nevertheless, I think they were shaken when I showed them copies ofthe letter from Ian Fleming and the memorandum from Mountbatten, confirming that the rescue of Piglet had taken place. There was also one point, trivial yet telling, at which the truth suddenly struck home. Through the interpreter I asked Gerhardt (who speaks practically no English) whether, as a boy, he had owned a pony. The answer was, 'No, that was my brother Martin.'
'And when the family had to move,' I went on, 'he was upset because he couldn't keep the pony any longer.'
Until then Gerhardt had remained impassive, reminding me strongly of his father, ,with his broad features and wary eyes. But now he suddenly came alive. With a startled look he said to the interpreter,-'How on earth could he have known that?'
The answer was simple. Martin Bormann senior had told this sad little story to the girls at the riding school in Hampshire.
Our interview in Freising ended amicably, if indecisively. I made a point of emphasising that my book would not harp on Bormann's war record: on the contrary, I described how in 1945, when I knew nothing of his recent past, I had formed an emotional bond with him during our journey down the waterways, and everyone in the party had become fond of him.
The family said they would like time to think about what I had told them, but Gerhardt reiterated his conviction that the bones and skull dug up in Berlin, and now preserved in a vault in Wiesbaden, are those of his father. As I was leaving, Dr Besold remarked that the way to settle the issue once and for all would be to arrange a DNA test, comparing a sample from the bones
with hair or blood from a surviving member of the family. I myself very much hope that such a test will be carried out; if it is, I .am confident that it will confirm the authenticity of the remains, and that it will show that the bones were brought back from Paraguay.

A proposito del film «Road map to apartheid»…

… e dello Stato di Palestina

La Consulta giovanile di Sestu domenica 10 marzo, aderendo alla settimana contro l’apartheid israeliano, ha promosso la proiezione del documentario Road map to apartheid seguito da un ricco dibattito che ha visto come protagonista il palestinese Fawzi Ismail, medico e profugo, sardo di adozione, dell’associazione Sardegna-Palestina.
Non sto qui a tentare di riassumere i punti salienti del cosiddetto conflitto israelo-palestinese. Chiunque voglia informarsi adeguatamente ha a disposizione una mole ingente di materiale (video, in rete, giornalistico, cinematografico, librario). Mi preme sottolineare semplicemente il martirio di un popolo sacrificato alle ragioni della politica internazionale e degli equilibri geo-politici, in considerazione della posizione strategica della Palestina all’indomani della fine della seconda guerra mondiale prima e poi del nuovo assetto del mondo dopo il crollo dell’Unione Sovietica.
Personalmente non condivido la divisione della Palestina in due Stati, prospettata ripetutamente fin dal 1948, quando l’Onu propose un piano di partizione del territorio, all’epoca abitato in prevalenza da arabi di diverse etnie, sull’onda della vergogna per l’olocausto degli ebrei perpetrato dai nazisti (e dal fascismo alleato).
Il bellissimo film «Road map to apartheid» proiettato davanti a tantissimi giovani è servito a rafforzare in me l’idea che spetti all’Onu e alle grandi potenze emergenti lavorare perché i due popoli vadano verso una futura convivenza pacifica. Perché finora le ex potenze coloniali e gli Stati Uniti in particolare hanno dimostrato che era (ed è ancora) funzionale ai loro interessi economici (il petrolio soprattutto) rafforzare oltre ogni limite lo Stato di Israele e stringere alleanze con certe monarchie ereditarie arabe, alcune autoritarie e illiberali, così da controllare l’intera area medio-orientale. Con la crescita del peso politico internazionale di nazioni ieri fuori gioco (in estremo oriente, nell’America Latina e in Africa) probabilmente anche per i palestinesi potrebbe aprirsi un fronte concreto di solidarietà internazionale. Premessa per una futura riconciliazione fra i due popoli. Come è accaduto in Sudafrica, nonostante il feroce apartheid dei bianchi verso la maggioranza nera; ci fu persino il tentativo del potere di creare staterelli separati, apparentemente autonomi e autogovernati, dove dirottare i neri. Ovvero noi africani di pelle bianca (eredi dei colonizzatori) ci teniamo la maggior parte del territorio e voi africani di pelle nera (nativi e in maggioranza) andate a vivere nei bantustan. Non sta avvenendo la stessa cosa in Palestina verso i palestinesi?
Quando ero giovane mai avrei creduto che in quel lontano Paese africano bianchi e neri avrebbero potuto vivere pacificamente insieme e ricordo che in tanti pensavano, anche in buona fede, che l’unica soluzione per superare il conflitto era la creazione di territori separati. La storia ha dimostrato che anche l’odio, il rancore e l’estrema sofferenza dei popoli possono essere superati se prevale la ragione e la volontà di pace. La violenza non porta da nessuna parte e tutti ne pagano le conseguenze, soprattutto i più deboli.
Anche in Palestina, terra delle tre religioni monoteiste, occorre andare nella direzione di un futuro Stato laico, non su base religiosa o razziale, che garantisca ai due popoli, oggi “nemici” di vivere insieme. Spetterà all’Onu (riformato e rafforzato) lanciare la sfida e lavorare seriamente in questa direzione. Credo che una delle ragioni dell’espandersi dei movimenti fondamentalisti arabi sia legata alla sempre più vergognosa situazione dei campi profughi palestinesi, al continuo sorgere di insediamenti dei coloni nei territori occupati, all’embargo nella striscia di Gaza e all’erezione del muro lungo il confine della Cisgiordania che, se ultimato, sarà una vera e propria prigione a cielo aperto.

The Forbidden Truth: The U.S. is Channeling Chemical Weapons to Al Qaeda in Syria, Obama is a Liar and a Terrorist

Is president Obama setting the stage for a “humanitarian intervention” by casually accusing the Syrian president of killing his own people?
“Following a deliberative review, our intelligence community assesses that the Assad regime has used chemical weapons, including the nerve agent sarin, on a small scale against the opposition multiple times in the last year,”
White House Deputy National Security Adviser Ben Rhodes said in a statement. “Our intelligence community has high confidence in that assessment given multiple, independent streams of information.”
“Obama has give notice to President Bashar Al Assad of ‘enormous consequences’ for having crossed the ‘red line’” by allegedly using chemical weapons.
Money and Weapons for Al Qaeda
A WMD saga modeled on Iraq based on fabricated evidence is unfolding. The Western media in chorus relentlessly accuse the Syrian government of premeditated mass-murder, calling upon the “international community” to come to the rescue of the Syrian people.
“Syria crosses ‘red line’ on chemical weapons. How will Obama respond?”
The Syrian “opposition” is calling upon the US and its allies to implement “a no fly zone”.
In turn, the White House has acknowledged that the red line “has been crossed”, while emphasizing that the US and its allies will “increase the scope and scale of assistance” to the rebels.
The chemical weapons pretext is being used to justify further military aid to the rebels, which in large part have been decimated by Syrian government forces.
These defeated opposition rebel forces –largely composed of the Al Qaeda affiliated Al Nusrah– are supported by Turkey, Israel, Qatar and Saudi Arabia.
US-NATO-Israel have lost the ground war. Their Al Nusrah Front fighters, which constitute the foot-soldiers of the Western military alliance, cannot, under any circumstances, be rapidly rebuilt through a renewed flow of US-NATO military aid.
The Obama administration is in an impasse: its foot soldiers have been defeated. A “no fly zone” would, at this stage, be a risky proposition given Syria’s air defense system, which includes the Russian S-300 SAM system.
Al Nusra Front “Freedom fighters”
US-NATO Are Training “Opposition” Rebels in the Use of Chemical Weapons
The chemical weapons accusations are fabricated. In a bitter irony, the evidence amply confirms that the chemical weapons are being used not by Syrian government forces but by the US supported Al Qaeda rebels.
In a twisted logic whereby realities are turned upside down, the Syrian government is being accused of the atrocities committed by the US sponsored Al Qaeda affiliated rebels.
The Western media is feeding disinformation into the news chain, casually refuting its own news reports. Confirmed by various sources including CNN, the Western military alliance has not only made chemical weapons available to the Al Nusrah Front, it has also sent in military contractors and special forces to train the rebels:
The training [in chemical weapons], which is taking place in Jordan and Turkey, involves how to monitor and secure stockpiles and handle weapons sites and materials, according to the sources.Some of the contractors are on the ground in Syria working with the rebels to monitor some of the sites, according to one of the officials.
The nationality of the trainers was not disclosed, though the officials cautioned against assuming all are American. (CNN, December 09, 2012, emphasis added
While the news report does not confirm the identity of the defense contractors, the official statements suggest a close contractual relationship to the Pentagon:
The US decision to hire unaccountable defense contractors to train Syrian rebels to handle stockpiles of chemical weapons seems dangerously irresponsible in the extreme, especially considering how inept Washington has so far been at making sure only trustworthy, secular rebels – to the extent they exist – receive their aid and the weapons that allies in the Gulf Arab states have been providing.
It also feeds accusations that the Syrian Foreign Ministry recently made that the US is working to frame the Syrian regime as having used or prepared for chemical warfare.
“What raises concerns about this news circulated by the media is our serious fear that some of the countries backing terrorism and terrorists might provide the armed terrorist groups with chemical weapons and claim that it was the Syrian government that used the weapons,” the letters said.”( John Glaser, Us Defense Contractors Training Syrian Rebels, Antiwar.com, December 10, 2012, emphasis addded)
Lets be under no illusion. This is not a rebel training exercise in non-proliferation of chemical weapons.
While president Obama accuses Bashar Al Assad, the US-NATO military alliance is channeling chemical weapons to Al Nusrah, a terrorist organization on the State Department blacklist.
In all likelihood, the training of Al Nusrah rebels in the use of chemical weapons was undertaken by private military contractors.
The United Nations Independent Mission confirms that Rebel Forces Are in Possession of Sarin Nerve Gas
 While Washington points its finger at president Bashar al Assad, a United Nations independent commission of inquiry confirmed in May 2013 that the rebels rather than the government have chemical weapons in their possession and are using sarin nerve against the civilian population:
U.N. human rights investigators have gathered testimony from casualties of Syria’s civil war and medical staff indicating that rebel forces have used the nerve agent sarin, one of the lead investigators said on Sunday.
The United Nations independent commission of inquiry on Syria has not yet seen evidence of government forces having used chemical weapons, which are banned under international law, said commission member Carla Del Ponte. [see image right]
“Our investigators have been in neighboring countries interviewing victims, doctors and field hospitals and, according to their report of last week which I have seen, there are strong, concrete suspicions but not yet incontrovertible proof of the use of sarin gas, from the way the victims were treated,” Del Ponte said in an interview with Swiss-Italian television.

Turkish Police Report: US Supported Al Nusrah Terrorists Possess Chemical Weapons
According to Turkey’s state media agency Zaman, the Turkish General Directorate of Security (Emniyet Genel Müdürlüğü):
[Police have] ceased 2 kg of sarin gas in the city of Adana in the early hours of yesterday morning. The chemical weapons were in the possession of Al Nusra terrorists believed to have been heading for Syria.
Sarin gas is a colourless, odorless substance which is extremely difficult to detect. The gas is banned under the 1993 Chemical Weapons Convention.
The EGM [Turkish Police] identified 12 members of the AL Nusra terrorist cell and also ceased fire arms and digital equipment. This is the second major official confirmation of the use of chemical weapons by Al-Qaeda terrorists in Syria after UN inspector Carla Del Ponte’s recent statement confirming the use of chemical weapons by the Western-backed terrorists in Syria.

Who has Crossed the “Red Line”? Barack Obama and John Kerry are Supporting a Terrorist Organization on the State Department List

What is unfolding is a diabolical scenario –which is an integral part of US military planning– namely a situation where opposition terrorists of the al Nusrah Front advised by Western defense contractors are actually in possession of chemical weapons.
The West claims that it is coming to the rescue of the Syrian people, whose lives are allegedly threatened by Bashar Al Assad.
Obama has not only “Crossed the Red Line”, he is supporting Al Qaeda. He is a Liar and a Terrorist.
The forbidden truth, which the Western media has failed to reveal, is that the US-NATO- Israel military alliance is not only supporting the Al Nusrah Front, it is also making chemical weapons available to its proxy “opposition” rebel forces.
The broader issue is: Who is a threat to the Syrian people? Syria’s President Bashar al Assad or America’s President Barack Obama, who has ordered the recruitment and training of terrorist forces which are on the US State Department blacklist.
In a bitter irony, according to the US State Department Bureau of Counter-terrorism, President Obama and Secretary of State John Kerry, not to mention Senator John McCain could be held responsible for“knowingly providing, or attempting or conspiring to provide, material support or resources to, or engaging in transactions with, al-Nusrah Front”:

The State Department advisory acknowledges that from November 2011 to December 2012:
“Al-Nusrah Front has claimed nearly 600 attacks – ranging from more than 40 suicide attacks to small arms and improvised explosive device operations – in major city centers including Damascus, Aleppo, Hamah, Dara, Homs, Idlib, and Dayr al-Zawr. During these attacks numerous innocent Syrians have been killed. ….
The advisory also confirms that “the United States takes this action [of blacklisting the Al Nusrah Front] in the context of our overall support for the Syrian people. … ”
What it fails to mention is that the Obama administration continues to channel money and weapons to Al Nusrah in blatant defiance of US counter-terrorism legislation.
Washington’s “Go-Between”: General Salem Idriss

The latter, acting on behalf of the Pentagon, channels money and weapons to the terrorists. This model of supporting Al Nusra is similar to that implemented in Afghanistan in the 1980s whereby the Pakistani military government of General Zia Ul Haq would funnel weapons to jihadist “Freedom Fighters” in the heyday of the Soviet-Afghan war.
US support to terrorists is always sent through a trusted intermediary. According to an Obama administration official: “While the United States may have leverage with General Idris, it has no ability to control some jihadists — like the Nusra Front, which is also fighting Syrian government forces.” (New York Times, May 23, 2013)

The Contradictory Role of the United Nations Security Council
In late May 2013, the UN Security Council added Al Nusrah to the UNSC “Al-Qaida Sanctions List.” Yet at the same time, the Security Council decision casually dismissed the fact, amply documented, that three permanent members of the Council, namely Britain, France and the US continue to provide military aid to the Jabbat Al Nusrah Front, in defiance of international law and the UN Charter.

Abu Du’a also issues strategic guidance to al-Nusrah’s emir, Abu Muhammad al-Jawlani, and tasked him to begin operations in Syria.
The United States takes this action in the context of our overall support for the Syrian people. We have provided approximately $50 million in non-lethal assistance to the unarmed civilian opposition and nearly $200 million in humanitarian assistance to those affected by the violence in Syria. The violent, sectarian vision of al-Nusrah is at odds with the aspirations of the Syrian people, including the overwhelming majority of the Syrian opposition, who seek a free, democratic, and inclusive Syria and have made clear their desire for a government that respects and advances national unity, dignity, human rights, and equal protection under the law – regardless of faith, ethnicity, or gender. Extremism and terrorist ideology have no place in a post-Asad Syria, and all responsible Syrians should speak out against al-Qa’ida and other extremist elements. By opting for the use of force against its own people, the Asad regime has created the circumstances that attract the violent extremists of al Qa’ida, who seek to exploit civil strife for their own purposes. The sooner the political transition to a post-Asad Syria begins, the better it will be for the Syrian people and the region.

MODERATOR: Good morning everyone, and thank you for joining this call this morning. Today, we’re going to have a background call with three senior Administration officials. We have – Senior Administration Official One will be [Senior Administration Official One]. Senior Administration Official Number Two is [Senior Administration Official Two]. And then [Senior Administration Official Three] is our Senior Administration Official Three.
So they’re going to talk about some of the designations and then take a few questions. So we’ll start with our Senior Administration Official Number One, over to you.
SENIOR ADMINISTRATION OFFICIAL ONE: Okay. The State Department has formally amended al-Qaida in Iraq as a Foreign Terrorist Organization and Executive Order 13224 designations to include the alias al-Nusrah Front. Al-Qaida in Iraq, or AQI, was first designated by the State Department in October of 2004. By way of background, in 2011, the AQI emir, Abu Du’a, tasked Abu Muhammad al-Jawlani to establish al-Nusrah Front in Syria. Abu Du’a provides strategic guidance to al-Jawlani, al-Nusrah’s leader.
Since November 2011, al-Nusrah Front has claimed hundreds of attacks, nearly 600, in major city centers across Syria in which numerous innocent Syrians have been injured and killed. AQI has dispatched money, people, and materiel from Iraq to Syria over the past year to attack Syrian forces both on its own initiative and at the request of AQI’s facilitation network members in Syria.
Al-Nusrah Front has sought to portray itself as part of a legitimate Syrian opposition, but today’s actions are intended to expose them and make clear that the United States believes that al-Nusrah’s extremist ideology has no role in a post-Assad Syria. Among the consequences of today’s actions is a prohibition against knowingly providing or attempting or conspiring to provide material support or resources to or engaging in transactions with al-Nusrah Front.
It’s important to note that the designation of al-Nusrah Front does not mean we have changed our view regarding Assad as the leader of a state that has been a designated state sponsor of terrorism since 1979. Today, we’ve also sanctioned pro-Assad regime elements, and my colleague from the Treasury Department will speak more specifically to these sanctions and to the designation of two key members of al-Nusrah Front. Over.
SENIOR ADMINISTRATION OFFICIAL TWO: Good morning. This is [Senior Administration Official Two] from the Treasury Department. Thank you. Today, we have taken a number of actions alongside and in coordination with our colleagues at the State Department in order to continue and intensify our pressure against the Assad regime, its affiliated militias, and to take action against terrorist leaders who are active in Syria.
Since the beginning of the uprising in Syria, we have been working to powerfully and swiftly intensify sanctions against the Assad regime, to isolate the Syrian Government, hasten Assad’s fall, and to encourage those within the Syrian Government to abandon the regime’s campaign of violence. We have also used targeted sanctions to expose and combat the interventions of Iran as well as terrorist groups like Hezbollah which have been actively supporting Assad’s regime.
The actions we took today fall into basically two buckets: actions against two militias that have been perpetrating violence in coordination with and in affiliation with the Assad government, and then actions in concert with the al-Nusrah action that the State Department has announced to target two main leaders of the Nusrah Front. I’ll take those in turn.
Since the beginning of the unrest in Syria, the Shabiha have operated as a direct action arm of the Government of Syria and its security services, with Shabiha units providing support to units from designated security services, such as the Syrian Air Force intelligence and Syrian military intelligence, that have been among the most active in the violence. Ayman Jaber is currently a Shabiha leader responsible for directing Shabiha operations in Latakia, Syria on behalf of the Syrian regime and is working with the Ministry of Defense and other senior regime officials, including Maher al-Assad, to procure weapons for the Shabiha units under his command.
His brother, who we are also designating today, Mohammad Jaber, arranged for the transportation of pro-Syrian regime thugs from the Shabiha to Turkey in order to attack anti-Syrian regime persons there.
The other pro-regime militia that we are sanctioning today is Jaysh al-Sha’bi, which operates throughout Syria and has been particularly active in Damascus and Aleppo where the militia has supplemented Syrian Government forces operations against the opposition. Jaysh al-Sha’bi was created and continues to be funded and maintained with support from Iran and Hezbollah, and it is modeled after the Iranian Basij militia, which has proven so deadly and effective at using violence and intimidation to suppress political dissent in Iraq.
In addition to our actions against the regime proxies, Treasury is targeting Nusrah Front leaders Maysar Ali Musa Abdallah al-Juburi and Anas Hasan Khattab. Al-Juburi is the religious and military commander for the Nusrah Front in eastern Syria. He moved from Mosul, Iraq to Syria in late 2011 with the objectives of transferring al-Qaida’s ideology and techniques to Syria and forming likeminded terrorist groups.
Khattab was involved with the formation of the Nusrah Front for AQI and has communicated with AQI leadership to coordinate the movement of funds and weapons for the Nusrah Front. Khattab also works closely with al-Qaida-linked facilitators to provide logistical support to the Nusrah Front. All of these actions are a part of our ongoing efforts to target actors within Syria working to frustrate the desires of the Syrian people to end the violence and to realize a representative government. We will continue to target the thugs that have worked with the Assad militias, just as we will the terrorists who try to cloak themselves in the flag of the legitimate opposition.
And with that, I’ll turn it over to [Senior Administration Official Three].
SENIOR ADMINISTRATION OFFICIAL THREE: Thank you very much. The steps that we are announcing today in Washington really are the result of growing American concern about the escalation of violence in Syria.
First of all, let’s be clear: The Syrian regime started this violence by brutalizing what was a peaceful protest movement. We all know that. We all understand that. And the Syrian regime has used aircraft, it has used artillery, and it appears that it has even used missile to attack the Syrian population and to attack what was a peaceful protest movement. And we have considered the Syrian regime to be a State Sponsor of Terrorism since 1979. We’ve taken additional steps against the regime in terms of sanctions and in terms of isolating the Syrian regime and putting pressure on it internationally and economically.
Today’s actions against the Shabiha, against the Jaysh al-Sha’bi – the People’s Army as they call it – against people like Ayman Jaber and Mohammad Jaber are both a recognition of the violence that the regime is inflicting on the Syrian people, and then it also repeats and emphasizes our message that the Syrian regime needs to stop that, and Assad needs to step aside and a political transition needs to begin.
But when we think about that political transition, extremist groups that are denouncing the government and attacking the government, they themselves, as extremists, have no role in that transition and in a future Syria. The protest movement that started out peacefully that I mentioned – it started out peacefully in February and March of 2011 – has always called for a tolerant Syrian society which is free, which respects the human rights of all Syrians equally. That was in the national vision statement that the Syrian opposition published in Cairo on July 3rd, 2012 – that is to say about five months ago, five and half months ago – and in other statements which Syrian opposition figures have announced. But Nusrah, as [Senior Administration Official One] was just talking about, and as [Senior Administration Official Two] was saying, the Nusrah Front is directly linked to al-Qaida in Iraq, and we know what its ideology is.
And we know that the Nusrah Front has denounced the Syrian Opposition Coalition’s founding, that it rejects the vision statement that was issued in Cairo, that I mentioned, of a tolerant society, and insists that instead of elections there must be an Islamic state imposed upon Syria. And the Nusrah Front, extremists like it, have no place in the future of the Syrian society, in a tolerant society. And so we have made clear that Nusrah also is an extremist organization and it has to be isolated and that more moderate forces, more forces that believe in tolerance as a model for Syrian society, they need to carry the work of the political transition forward.
I think I’ll stop there.

QUESTION: Thanks so much. Quick couple questions. One of them is: How is the reaction so far from the Syrian – other Syrian opposition groups? As far as we can see, there is a lot of complaining about this decision on Twitter and social networks that – argument is while the U.S. Government has been talking, Nusrah Front is coming here to fight, and basically they are fighting with the Assad regime, and die.
Can you give us what kind of reaction and see if the Nusrah Front is fighting with the Assad regime? I just don’t understand what kind of message is that you mentioned. The message is to Assad regime to leave, but you are labeling his organization as a terrorist organization while they are fighting with the Assad regime. Thank you.
SENIOR ADMINISTRATION OFFICIAL THREE: I guess I’ll take my first stab at that. I don’t know if my colleagues want to join in later. I will let the Syrian opposition representatives speak for themselves. I don’t need to speak on their behalf. It’s not proper. What I would say is that the United States and other Friends of the Syrian People have long acknowledged the Syrian people’s right to self-defense and to defend themselves against the brutality of the Syrian regime. There is no question about that, and we have been saying that for many, many months.
However, acknowledging the right of self-defense is not itself a justification for extremism. And I want to underline here that many people in Syria are afraid of extremism. Many people in Syria are not fighting for an extremist cause. Rather, they are fighting to have their dignity respected, they are fighting to have their human rights respected, and they do not want – and the United States and the Friends of Syria do not want one terrorist regime to be replaced by a new extremist model. Rather, it is important that Syrians who believe in tolerance, Syrians who believe in the respect for the human rights of all Syrian citizens be the ones who move the political transition forward.
And so there is no contradiction. Instead, what is important is to understand that extremists fighting the Assad regime are still extremists, and they have no place in the political transition that will come. Bashar al-Assad will depart. If he departs today, it’s better than if he departs tomorrow. There is too much bloodshed. But extremists should not dictate that political transition.
OPERATOR: You do have a question from the line of Michael Gordon with The New York Times. Please go ahead.
QUESTION: Yes, this is primarily for [Senior Administration Official Three], but the others can chime in. Could you please explain what practical, tangible effect this edict on the Nusrah Front might have? It stated that it would prohibit American or American entities from providing support. Are there any such Americans who are providing support? And if not, how will this affect those who have been providing support who are probably sympathetic with this group?
And lastly, tomorrow there’ll be a meeting in Morocco of various opposition groups and Friends of Syria. Do any members of this political opposition gathering in Morocco have influence or control over armed opposition elements in Syria today?
SENIOR ADMINISTRATION OFFICIAL THREE: Michael, I’m going to let my colleagues answer the question about the practical and tangible effects because they’re more involved in the immediate implementation of the measures. But on the – with respect to your last question about members of the Syrian opposition who will come to Morocco for the Friends of the Syrian People meeting, what I would say on that is that there are not members of armed groups represented at this meeting that I am aware of.
However, there are people here who definitely coordinate with armed groups, with the Free Syrian Army, and who have regular contact with elements of the Free Syrian Army. That is not to say they are giving instructions to it; they do not. It is not to say that they are telling it what to do or what to say in the international field; they are not. In a sense, the Free Syrian Army is a separate organization from, for example, the Syrian National Council or the Syrian Opposition Coalition. They are separate organizations. But there certainly are communications between the two, and there are members of the Syrian political opposition here in Morocco who contact and talk to people from the Free Syrian Army.
I’m – I’ll turn it over to my colleagues to talk about the practical and tangible effects and your other question.
SENIOR ADMINISTRATION OFFICIAL ONE: Okay, so I think I need to go next. This is [Senior Administration Official One]. Michael, as we said at the top, the technical impact of the – adding al-Nusrah Front as a new alias for AQI, includes this prohibition on knowingly provided material support and the freezing of all property and interest in property in the United States or that come within the United States under the control of U.S. persons. So there are some practical sanctioning effects of the designation, and it can be a powerful tool over the long run, for law enforcement purposes.
But I think one of the primary effects of this designation is to really expose the presence of al-Nusrah Front, an organization that has been established by the leadership of AQI in Syria, and its activities there.
SENIOAR ADMINISTRATION OFFICIAL TWO: If I could just add – this is [Senior Administration Official Two] – exposing the operations and the identities of al-Nusrah’s leaders is a key objective here. So I just wanted to underscore that. Having these individuals on a blacklist has a practical impact beyond just the direct implications of U.S. law. It means for individuals who have demonstrated that they desire to travel back and forth across borders, actions like these in the past have frustrated that ability, have exposed them to being interdicted and detained.
It also means that as al-Nusrah tries to wrap itself in the legitimacy of the opposition that does reflect the Syrian’s people desires, we have called them out, and for those who are seeking to support the legitimate opposition of the Syrian people, we have drawn a bright line. So I think there are very real sort of second-order effects to today’s actions as well.
OPERATOR: You do have a question from the line of Margaret Brennan with CBS News. Please go ahead.
QUESTION: Hi. This is a question for [Senior Administration Official Three]. Al-Nusrah Front is viewed as an effective, very lethal fighting force inside of Syria. When it comes to what’s actually happening on the ground right now, what does today’s action do in terms of in any way lessening what they control or what they influence inside of Syria?
SENIOR ADMINISTRATION OFFICIAL THREE: Al-Nusrah Front is one of many groups that are fighting the Syrian regime now. It is not the only one. And in fact, it is a minority. Its influence has grown over recent months, but it still represents a minority element within the broader armed opposition to the Assad regime. So I don’t want to leave any kind of impressions that we are in any way acting against the broader Free Syrian Army, which is a much bigger organization.
And I’d be very clear we talk – I myself talk to the Free Syrian Army, and we have talked to them about things like the code of conduct and how to treat prisoners, et cetera. We have gotten assurances, and we have seen in many instances good behavior and even sanctioning against those elements of the Free Syrian Army that have acted improperly or against that code of conduct. Nusrah, by contrast, has actually been involved in summary executions of prisoners, for example. Whether the American steps today will immediately curtail Nusrah’s capabilities, I don’t think they will, but I think other nations that are involved in helping the armed opposition will now take more seriously our concerns about the Nusrah Front and its expanding influence, and it is important for countries to understand what al-Nusrah is and what it represents.
And it is important for the Syrians in the political opposition and in the armed opposition to understand what Nusrah is and what it represents. The time of a political transition is approaching. It’s approaching quickly as events on the ground move. And it is important to understand that Nusrah is an extremist group that cannot possibly be a part of the political transition to a tolerant and free Syria.
OPERATOR: Next we will go to the line of Mina al-Oraibi. Please go ahead.
QUESTION: Hi. This is a question also for [Senior Administration Official Three]. If I can ask, do you expect a position to be taken against Jebhat al-Nusrah Front in Marrakesh tomorrow from other countries? And I also wanted to know, you said you have been in touch with the FSA, so have you informed them in advance of this designation? And have they voiced concerns to you about Jebhat al-Nusrah Front and what they’re doing on the ground and whether that actually makes certain civilians in Syria wary of the opposition?
SENIOR ADMINISTRATION OFFICIAL THREE: The meeting in Marrakesh hasn’t started yet. The ministers have not arrived. And so I don’t want to prejudge what the outcome will be. But what I would say is that the previous Friends of the Syrian People meetings in Tunis, in Istanbul, and in Paris, in each of those occasions, the partner states of the Friends of the Syrian People have emphasized their support for a tolerant Syrian society. They have emphasized their hope that the next Syrian government, after the Bashar al-Assad regime ends, will be one that respects human rights and that treats all Syrian citizens equally, without discrimination, and without prejudice because of their ethnic or religious views. And I do not think that this Friends of Syria conference will deviate from that strong support, that vision of the next Syrian government, after the political transition begins.
With respect to the Free Syrian Army, they know our concern about the Nusrah Front. I have talked to them myself about it and we have talked to others in the Syrian opposition over the past month. And they know what our position is and I’ll leave it at that.
OPERATOR: And you do have a question from the line of Joyce Karam with Al Hayat. Please go ahead.
QUESTION: Yes, hi. My question is also to [Senior Administration Official Three]. Would this make it more likely that the U.S. would arm non-extremist elements in the Syria opposition? And if the regime targets al-Nusrah Front now, would the U.S. be okay with that?
SENIOR ADMINISTRATION OFFICIAL THREE: I’m sorry. I didn’t understand the second question. Can you say it again?
QUESTION: Yeah. If the Assad regime goes ahead and targets al-Nusrah Front, would you be okay with that?
SENIOR ADMINISTRATION OFFICIAL THREE: I see. Okay. With respect to your first question, we have always said with respect to our policy on providing arms that, number one, we do not provide arms to the Syrian opposition now. We have also said that the President has never ruled out in the future providing arms, but we do not do it now. But number three, for us, providing arms has to be done in a way that helps promote a political solution. And until we understand how these arms promote a political solution, we do not see how provision of arms is a good idea.
With respect to the Assad regime targeting al-Nusrah, I would simply say that we have condemned the Assad regime as a state sponsor of terrorism. We have condemned the Assad regime’s incredibly brutal and excessive, egregious acts of violence against the Syrian population. The news from yesterday is just shocking. I’m not going to comment on when it targets al-Nusrah, except to say that we condemn extremism on both sides. We condemn extremism that is the Syrian regime, and we condemn extremism in the Syrian armed opposition. Neither one of them presents a good – neither one of them presents a realistic way forward for a Syrian political transition that wants to give the Syrian people a system that will be free and respect the human rights of all Syrians.

OPERATOR: Okay. And that question will come from Hannah Allam with McClatchy Newspaper. Please go ahead.
QUESTION: Yes. Thanks for the call. I was wondering, how do you disentangle the sort of Free Syrian Army rebel units from Jebhat al-Nusrah fighters when there appears to be such close coordination on the battlefield that’s opened the door to a scenario where somebody like the Syrian Support Group could come under scrutiny for providing materiel support to Jebhat al-Nusrah via these other more accepted rebel groups? And also has the U.S. talked to the Qataris and the Saudis about cutting off Nusrah – not just state funding but the individuals that are believed to be funding them from those countries? Thank you.
SENIOR ADMINISTRATION OFFICIAL THREE: I’m going to answer the second question first about our diplomatic work. And then with respect to the first question, I’ll make a comment or two on that, and then – and/or [Senior Administration Official Two] may wish to add something in terms of distinguishing.
With respect to our diplomatic contacts, we absolutely have made our views known about Nusrah to our international partners that are working with us to find a solution, a peaceful and political solution to the Syrian crisis. We absolutely have informed them, and they too know about our views.
I think it is also important here to note one positive sign of how the Free Syrian Army itself has understood the threat that Nusrah represents to the political transition in Syria, which is that during the meetings in Antalya in Turkey last week where they were working to set up a unified command for the Free Syrian Army, notably excluded from that meeting was the Nusrah Front, and we think that was a wise decision. With respect to distinguishing, as I mentioned in Antalya, the groups themselves know who Nusrah is, and I think they are better understanding the threat that it represents.
And so we will certainly continue our discussions with them, which in many cases will be an effort to convince more and more elements of the Free Syrian Army to stay away from al-Nusrah. But as I mentioned, the meeting in Antalya was a step forward. I don’t know if [Senior Administration Official One] or [Senior Administration Official Two] want to comment on that business about distinguishing between elements of the Free Syrian Army and other elements of – or I mean, Nusrah.
SENIOR ADMINISTRATION OFFICIAL ONE: I think the only thing I would add to that is that we’ve taken an important step today to help these groups make the – underscore the importance of the distinction, and the most important thing that we can do in our own assistance is to continue to, as we always do, to strive to ensure that our assistance doesn’t fall into the wrong hands.
SENIOR ADMINISTRATION OFFICIAL TWO: Nothing to add from here.
